Last week the Iraqi parliament ratified the U.S./Iraq Status of Forces Agreement, mandating U.S. troop withdrawal by January 1, 2012 and withdrawal of combat troops from Iraqi cities by June 30, 2009. The parliament also required a voter referendum for final approval that must take place by June 30, 2009. If the voters do not approve the agreement, the Iraq and U.S. governments will be forced to renegotiate or drop the agreement altogether. While many hailed the agreement as a beginning to the end of the war, followers of Shiite leader Muqtada al-Sadr declared three days of mourning in protest of the pact, with followers wearing all black and flying black flags from their homes. The agreement sets a withdrawal timeline, something the Bush administration firmly opposed earlier this year but that President-elect Barack Obama pushed during his campaign. The agreement would set up a joint commission of U.S. and Iraqi officials that will make decisions about U.S. operations in the country, the terms of detention of Iraqi civilians and cases where U.S. military personnel could be charged for off-base, off-duty crimes committed in Iraq. The agreement does not allow permanent U.S. military bases in Iraq and prohibits the U.S. from using Iraqi territory to launch attacks against other nations. So what does all this mean? Does it really signal an end to the U.S. combat mission in Iraq? Does it set the stage for Obama's promised earlier rather than later withdrawal?
